The country will further open up its financial sector and

accelerate the process to fully lower the market access threshold for foreign investments in

banking, securities and insurance, the premier said. Service sectors, including medical care and educ

ation, will be opened up along with transportation, infrastructure and energy, he said.

Li said China will further make it easier for foreign companies to set up a venture capital presence and will improve regulati

ons on foreign investors’ strategic investments in listed companies and their mergers with and acquisitions of domestic enterprises.

Also, preferential policies for investments from Hong Kong, Macao and Taiwan w

ill remain unchanged, and greater development opportunities will be offered for them, Li said.

Wang Huiyao, president of the Center for China and Globalizaton, said he was impressed by Li’s speech to cl

“It shows China’s attitude of further opening-up, which is a higher-level and more concrete commitment of China,” he said.

isit shows EU seeks deeper cooperationuropean Commiss

Editor’s Note: President Xi Jinping visited Italy, Monaco and F

rance from March 21 to 26. Why is the visit important for China-European Union rela

tions? Two experts share their views on the issue with China Daily’s Pan Yixuan. Excerpts follow:

Visit sets positive tones for China-EU relations

Xi’s visit to the three European countries has yielded substantial fruits of cooperation, the most significant being the

signing of a memorandum of understanding between China and Italy paving the way for Italy to participate in th

e China-proposed Belt and Road Initiative to promote mutual development.

The cooperation deals in fields such as trade and infrastructure that Italy has signed with

China will help the Italian government to boost the country’s economic recovery. For instance, the exp

ort of Sicily’s red oranges to China by air will be a small but important step toward boosting bilateral trade.

After 10 years of development, China’s new energy veh

cles are starting to gain momentum in the private market. With the overall vehicle market remaini

ng flat, sales of new energy vehicles last year reached 1.25 million, up 61.7 percent year-on-year, and

the figure is expected to reach 1.6 million this year according to the China Association of Automobile Manufacturers.

China plans to stop subsidies on new energy cars by the end of 2020. To ensure a smooth transi

tion, the government decides to achieve this goal by enacting policy in several phases. This year’s subs

idy standard was slashed 50 percent on average from 2018, Xinhua reported, citing a person with knowledge of the matter.

The source said the proportion cut is basically consistent with falling ratios of general cost for co

mplete vehicles, while pointing out with the rapid expansion of the NEV industry some enterprises tend

ed to become reliant on long-standing subsidies, leading to weak competitiveness.

The statement also asked local governments to remove subsidies on purchases o

f new energy cars after a three-month grace period starting Tuesday. Instead, more funds will be used

to build infrastructure, including charging and hydrogen refueling facilities, and to facilitate relevant services.

May has come under intense pressure to quit the prime minis

minister’s post as the price of winning support for the deal.

At a meeting Sunday at the prime minister’s country retreat, Chequers,

prominent Brexiteers told May they might back the deal — if she agreed to step d

own so a new leader could take charge of the next phase of negotiations, which will

settle Britain’s future relations with the EU.

Former Foreign Secretary Boris Johnson, who attended the meeting and is likely to be a conten

der in any future Conservative leadership race, accused the government

of lacking “gumption” and chickening out on delivering Brexit.

Britaina’s best-selling newspaper, The Sun, put a call on its front page for the

prime minister to resign under the headline “Time’s up, Theresa.”

May is hanging on, hoping she can persuade Brexit-backing lawmakers that

rejecting her deal means Britain may never leave the EU.

She told lawmakers that Britain would not leave the EU without a deal unless

Parliament — which has already rejected the idea — voted for it.

But by allowing Tsai Ing-wen, the island’s “pro-independe

ence” leader, to stop over in Hawaii on her way back to the island after an eight-day tour of thr

ee Pacific island nations this week, Washington is breaching all established protocols and violating the 1979

Joint Communiqué. Beijing lodged “stern representations” with Washington on Thursday against Tsai’s transit in Hawaii.

“We have consistently and resolutely opposed the United States or other countries which

have diplomatic relations with China arranging this kind of transit,” Foreign Ministry spokesman Ge

ng Shuang said in Beijing. Beijing has urged Washington not to send “Taiwan independence forces any wrong signal”, Geng said.

The method behind fluctuating policy of US

When the US intends to maintain good relations with the mainland, it significantly reduces the

use of or even refrains from mentioning the Taiwan Relations Act. But when Washington wants to put pressure on Beijing to fina

lize a deal or sign a trade agreement in its favor, it promptly resorts to using the Act. At times, even the island’s a

uthorities stir up trouble, prompting the US to use the Act to try and browbeat or incite the mainland.

If the US Congress continues to send the wrong signals

to the “pro-independence” DPP, it will embolden the Tsai authorities to take more risky acti

ons, and thus damage cross-Straits ties further, harming the interests of Beijing and Washington both.

US Congress members are elected by American voters as their representatives and, ther

efore, they should always put the interests of their people and country first. And instigating the Tsai authorities to fu

rther damage cross-Straits ties certainly doesn’t serve the interest of either American voters or the US as a country.

Conte called Xi’s visit to Italy highly significant, and said it would bring the bilateral relationship to a higher level.

During his Italy visit, Xi also had separate meetings with Itali
